Definitely not. As we see, most foreigners do work here with F/L/C/G visa, and it surely should be easy to find a job as a non-Chinese speaker, but it doesn’t worth it if you were unfortunate to be caught by Security Bureau. You will get a fine or the deportation. Besides, you will get no pay if  the employer refuses to pay. The law will not stand on your side. So, it’s necessary to hold Z visa and then get a work permit before getting down to your work.
