Generally, you don‘t need to tip, though the practice is beginning to make inroads at high-end establishments in Shanghai, Beijing, Shenzhen and other large cities with significant expatriate populations.

If you tip, than you over-tip. Outside of North America, tipping is not a common practice. Even the Europeans don‘t tip in their home countries (okay, maybe a little in the UK). If you offer most Chinese a tip they will be confused and try not to accept it so why even bother.
The one thing I will add is that if you are in a rush to the airport or train station or to a meeting, you may want to consider offering the driver an "incentive" to get you to your desitnation faster. Cab drivers are notorious for taking their time, sometimes going longer routes to boost fares, so, rather than let them lollygag, just outright offer them extra cash if they can pick up the pace a bit.
